While GSM and 3G/4G cellular networks theoretically can do the job today and cover most of the inhabited parts of the world, having a subscription for each IoT device may not be economically feasible.
Devices such as power meters are often put in places such as stairwells or basements in large concrete buildings where extension is required to provide wireless coverage. In rural areas of developing countries, smart metering is highly desirable, but cellular networks for IoT applications may not even exist.
